By default, a feed includes all products regardless of any stock status. Advertising “Out of stock” products alongside your “In stock” products, could harm your eCommerce store credibility. It could confuse potential customers and drive them away from buying products on your site.
Therefore, excluding Out of Stock products from a Product Feed would be better to ensure your Google Merchant Center only advertises available stock products.

To exclude out-of-stock items from your feed, you need to add a filter in the Feed Filters and Rules section.
The Product Feed plugin can determine a product stock via the Quantity [Stock] attributes. If you’re managing stock on your site, you create a filter with this attribute, as shown in the image below:
However, if you’re not managing stock for products, create a filter using the Stock Status WooCommerce attribute to remove Out Of Stock based on the stock status from your feed. Please refer to the below image:
